National Action Plan for Capacity Development - industrial Disaster Risk Management (iDRM) in India
Considering the natural, economic and social diversity of India, as well as its large population and differentiated structure, creating a National Action Plan for Capacity Development programme for industrial Disaster Risk Management (iDRM) in India, as per the NDMA’s guidelines on Chemical (Industrial) Disaster Management, is a huge challenge and requires collaboration and cooperation.
Some of the major challenges are:
- Implementable model plan for chemical disaster management addressing a total of around 1,700 Major Accident Hazard (MAH) units and industrial areas
- The transportation of hazardous chemicals by road, ship, rail and pipelines
- The coordinated approach of all stakeholders
- Capacity building of regulators and civil administration
Action plan is the basis for a proactive strategy that requires a collaborative effort when it comes to both on-site and off-site emergency plans for civil society, regulators, planners and local civil administrations, local community, etc.
