Objectives
  • To familiarize with the concept organization and legal provisions for Civil Defence in India
  • Exposure to German Civil Protection Organisation (THW) & its operational functions
Expected results/impacts

The ongoing Revamping Plan has identified hundred multi-hazard prone districts which needs raising / strengthening of Civil Defence measures. The Workshop will aim to initiate the process of understanding the German Civil Protection Organization and development of District Civil Defence measures on similar lines.

The inaugural session began with an introductory welcome by Sh Sanjay Sehgal, Dy Dir Projects and Shri Rajiv Kumar, DG NDRF. This was followed by an overview of the NCDC-InWEnt joint cooperation for the cdDRM programme by Florian Bemmerlein-Lux and a presentation on civil Defence system in Germany/THW by Stephen Knobloch. Sh AE Ahmed, Secretary Border Management the Chief Guest spoke on the need to improve the capacity building/training programmes in civil defence and change the institutional set up to allow for change from a relief centric to proactive approach. GOI was committed to provide support to this and there was a central scheme of 100 crores for revamping civil defence system in states and Sh. Ahmed urged delegates to develop a road map for achieving the objectives of the scheme. The implementation of this scheme had been relatively slow and he urged participants to address the inputs that could be provided by InWEnt under the new proposed programme on cdDRM.

The next presentation was made by Stephan Knobloch on THW and led to a lively question and answer session on the Federal System for civil defence in Germany.
 
The afternoon session was devoted to discussion on revamping of the civil defence system in states. Under the scheme, the following components are considered:

  • Upgrading of existing CDTI
  • New CDYI to be fully equipped
  • 100 Multi Hazard prone districts
  • Pilot project in 40 towns in 20 states
  • Training camps, exercises/demonstrations in 30 states at a lump sum outlay of Rs 300 lakhs
  • Publicity and Awareness (local language, district centric)
  • Reorientation of town centric CD system to district centric
  • Hiring transport
  • Project management
  • Monitoring and evaluation

The key questions related to inputs that could be provided by InWEnt are:

  • Training of master trainers
  • NCDC/partner institutions training made more efficient
  • Networking and inputs from international resource persons; institutional exchange of information, trainers; standardization of training material, equipment
  • E-learning / web training platform
  • Development of equipment – assistance from international experts who can help to adapt international equipment to local manufacturing capabilities
  • Twinning between THW and NCDC
  • Improved fire fighting skills at local levels
