Telangana LRS Scheme Objective

The chief secretary, considering the increasing requests from residents, introduced new updates in regularisation charges. Earlier, residents were unhappy due to high charges. The 2015 LRS scheme had significantly lower charges compared to the recent changes. MLAs raised concerns in the Assembly, prompting Minister K.T. Rama Rao to address the issue. He assured that the regularization charges would be reverted to the 2015 scheme rates, acknowledging the residents’ concerns and aiming to bring relief to the people.

Regularisation Charges

The new regularization charges in Telangana are structured as follows:

  1. For sub-registrar value less than Rs 3,000 per square yard: 20%
  2. Between Rs 3,001 and Rs 5,000: 30%
  3. Between Rs 5,001 and Rs 10,000: 40%
  4. Rs 10,001 to Rs 20,000: 50%
  5. Between Rs 20,001 and Rs 30,000: 60%
  6. Between Rs 30,001 and Rs 50,000: 80%
  7. Above Rs 50,000 per square yard sub-registrar value: 100%

If unapproved layouts lack 10% open space, pro-rata open space charges at 14% of the plot value (as of the plot registration date) will be collected instead of the rate on August 26, 2020. The charges also cover NALA fee for agricultural to non-agricultural land conversion, eliminating the need for separate NALA fee payments by LRS applicants.

Mandatory Rules

To apply for the new Telangana regularization scheme, applicants must adhere to the following rules:

  • The minimum road width should be nine meters. For weaker section layouts or plots less than 100 sq meters, a road width of six meters is acceptable.
  • If the required road width is unavailable, equal widening on both sides and preservation of water bodies in the layout will be enforced.
  • The regularization measure does not apply to plots or layouts under land ceiling laws, land disputes, title claims, boundary disputes, etc.
  • Prior clearance from the district collector is necessary for regularizing assigned lands.
  • The approved layout pattern by the competent authority must be followed, even if only a few plot holders seek regularization in an unapproved layout.
  • Applicants should provide copies of the sale deed/title deed. Agreements of sale or general power of attorney are not considered valid evidence.
  • No development is allowed in water bodies or full tank levels. Water bodies and courses must be maintained as recreational/green buffer zones. No layout development, except recreational activities, is permitted within:
    • 30 meters from the boundary of river courses/lakes exceeding 10 hectares
    • 9 meters from the boundary of lakes/’kuntas/shikam’ lands below 10 hectares
    • 9 meters from the boundaries of canals/’vague’, etc., and 2 meters from the defined boundary of ‘Nala’ or stormwater drain.
