In plateau areas where hand boring isn’t feasible, permission is granted for inwell or wagon drill machines, with farmers bearing additional expenses.

The UP Nishulk Boring Yojana’s main goal is to offer free boring facilities to the state’s farmers, enabling irrigation. If the bore well expenses go beyond the set limit for general, Scheduled Caste, and Tribe farmers, they will need to pay the extra amount themselves, following the existing procedure.

Determination of targets under UP Free Boring Scheme

  • Every year, the government allocates funds to achieve targets at the district level.
  • The goals for each Gram Panchayat will be set by the Area Panchayat.
  • If beneficiaries exceed 25% of the target, Gram Panchayats, with Village Water Resources Committee approval, will choose them.
  • The chosen beneficiaries’ list will then be submitted to the Development Officer.

Selection of beneficiaries

  • Eligible beneficiaries will be chosen based on their qualifications.
  • Farmers who have benefited from previous irrigation schemes won’t receive this scheme’s benefits.
  • A census conducted in 2000-01 identified farmers with unirrigated land, especially focusing on low-income farmers.
  • A final beneficiary list will be created in a meeting organized by the Gram Panchayat.

Priorities & restrictions of UP Free Boring Scheme

During bore well installation, consideration will be given to areas with active agriculture. Farming is mandatory for bore well installation; it won’t be done in over-exploited/critical development blocks. The proposed pump set should be capable of irrigating around 3 hectares of land. Semi-critical blocks will be selected within approved limits by NABARD. The distance between pump sets must meet NABARD’s district-specific guidelines. Boring will prioritize villages under Samagra Gram Vikas Yojana and Naxal affected areas. These villages will be funded first from the available resources.

Arrangement of material under UP Nishulk Boring Yojana

  • PVC pipes will be the primary choice for this scheme, except where unsuitable due to geological conditions, MS pipes will be used.
  • In specific districts, SM pipes can be used with approval from the concerned Superintending Engineer.
  • Farmers will arrange PVC pipes and related materials for boring.
  • Rates for these materials will be determined and approved by a committee under the District Magistrate.

Implementation of UP Free Boring Scheme

A committee headed by the District Magistrate, including Chief Development Officer, Executive Engineer, Executive Engineer (Tube Well Section Irrigation Department), and two officers appointed by the District Magistrate, will approve grants for the UP Free Boring Yojana. This committee will also set rates for materials. Boring work will be done by departmental boring technicians under the supervision of junior engineers. The process will follow the scheme’s instructions and financial rules. After completion, a certificate signed by the beneficiary, boring technician, junior engineer, and Gram Panchayat head will be issued. Previous boreings’ information will be displayed on the Gram Panchayat notice board and in Area Panchayat meetings.

  • Copies of the project details will be given to the Block Development Officer and beneficiary farmers.
  • The Minor Irrigation Department will inform all Gram Panchayats and Area Panchayats about the scheme’s provisions.
  • Before boring begins, the Agricultural Village Head Water Resources Committee Chairperson will be informed.
  • A small event will mark the start of boring, attended by beneficiaries, village head, committee members, and villagers.
  • Chief Development Officers at the district level and Block Development Officers at the Area Panchayat level are responsible for processes up to beneficiary selection and loan approval.
